Brass Tacks, Part 1

From the Kerry Amendment(#1452) to HR 3795:
"SEC. 5301. RESCISSION OF FUNDS FOR INTELLIGENCE AND INTELLIGENCE-RELATED ACTIVITIES.
Of the funds made available in the Department of Defense Appropriations Act, 1994 (Public Law 103-139), $1,000,000,000 is rescinded, to be derived from programs and activities of the National Foreign Intelligence Program and the Tactical Intelligence and Related Activities"

Now I understand that hinging an entire point on ONE amendment for one bill can be dangerous, and I understand the nuances of parlimentary procedure and legislative manuvering, however this is VERY illustrative.
This vote was in 1994, many years before the current War on Terrorism, and this makes me think of the 911 comission and the wide-ranging criticisms of the intelligence institutions in this country. Now, by no means do I mean to implicate that simply spending more money solves problems, far from it. What I do mean to point out is the priorities of the person proposing this ammendment. 9 zeros, that is a lot of money that was to be used in gathering intelligence on enemies of our country. Those priorities scare me.
